In compliance with the Republic Act 9485 or known as Anti-Red Tape Act of 2007 ,the local government of the Island Garden City of Samal implemented the act in order to improve efficiency in the delivery of government service to the public by reducing bureaucratic red tape, preventing graft and corruption and providing penalties therefore.
RA 9485 puts particular focus on frontline services which refer to the process or transaction between clients and government offices or agencies involving applications for any privilege, right, permit, reward, license, concession, or for any modification, renewal or extension of the enumerated applications and or requests which are acted upon in the ordinary course of business of the office or agency concerned.
Four offices of the local government unit are chosen where they render services direct into the public. These are the 1.City Engineering Office where they issue permits for building, electrical, plumbing and mechanical for commercial buildings, resort development, tower/signages and residential buildings, 2. the City Mayor’s Office for the issuances business permits and licensing, mayor’s certification for buiding electrical and fencing , 3. City Civil Registrar’s Office for the On-Time Birth registration, and the 4. City Planning and Development Office for the issuance of the Locational Clearance.
