 PARTNERSHIP AGREEMENT. the Island Garden City of Samal recently signed a Sisterhood Relationship with Makati City. MOA SIGNING. The local government of the Island Garden City of Samal recently forged partnership with GILAS (Gearing up Internet Literacy & Access for Students) and the Schools Division of Samal (Department of Education) in providing computers and internet connections to all public high schools in the Island City.
